1.18 Despite the designation of a leading department for each international environmental agreement, there is no common mechanism for defining and formally delegating the competences of the responsible departments. The core role of feather administration is generally based on the mandate of the department and the responsibilities of the minister associated with it. Similarly, federal cabinet documents that authorize the negotiation and ratification of agreements (such as cabinet memorandums and decision files) can identify the lead division and, to some extent, describe its role. However, cabinet documents are not available to the public or members of Parliament by law and are therefore not sufficiently transparent for liability purposes. 1.11 Since 1972, Canada has often played a key role in the development of the international environmental agenda and has endorsed a growing number of international agreements and similar instruments dealing with various environmental issues. Canada`s environmental commitments to the international community have increased and the number and complexity of our agreements has increased. Most environmental problems are cross-border and often global and can only be effectively addressed through international cooperation. That is why the Lisbon Treaty stipulates that one of the main objectives of the EU`s environmental policy is to promote action at the international level to address regional or global environmental problems, and in particular to combat climate change. The EU is actively involved in the development, ratification and implementation of multilateral environmental agreements. Finally, countries may not be motivated to change their environmental policy because of conflicts with other interests, including economic prosperity. If environmental protocols cause economic hardship or damage to one country, it may escape protocols, while other countries comply with them, resulting in a classic problem of parasitism. In addition, environmental protocols can be criticized for scientific uncertainty or, at the very least, for a lack of synthesis of scientific information that can be used for “conflicting interests and disaster”.

Effective accountability requires that actual results be measured and communicated against expectations.
